THE TRUE KSA · TRADE & THE BUILT ENVIRONMENT

Invest in places. Build lasting value.

Explore Saudi property through the decisions that matter: ownership eligibility, the right location, viable income, trusted partners and well-run urban assets.

Reviewed 24 October 2026; confirm current rules and project/lease conditions.

A market of assets, services and operating capability

Saudi urban growth creates several different businesses. Choose the asset and operating model before selecting a company structure or buying land.

  • Established developers and a growing operating base

ROSHN and NHC communities, KAFD’s business district and destination-led development show the breadth of Saudi real estate. Investors can participate through ownership, development partnerships or services. A national programme does not guarantee demand for a specific building.

    Sources:R01R02R03
  • Separate property ownership from service licensing

Owning an eligible property does not license brokerage, valuation, property management, facilities management, hospitality or fund management. Each commercial role has its own activity, regulator and approval route.

    Sources:R04R05R06
  • Underwrite verified local demand

Use REGA indicators, completed transactions, rent rolls, competing supply and independent valuation. Distinguish asking rents, signed rents, incentives, occupied area and cash collected; do not use a master-plan headline as a revenue forecast.

Ownership: identify the person, property and right

Use the current REGA law, implementing regulations and Saudi Properties map. This page is guidance, not a parcel-specific legal eligibility decision.

  • Check the actual geographic scope

The official Saudi Properties portal shows the zone, permitted rights, percentages, durations and controls. Save the property identifier and applicable rule. A city name or a developer’s advertisement is not proof that a particular parcel is available to your buyer category.

    Sources:R28R29
  • Resident personal-home pathway

The law provides a distinct route for a legally resident non-Saudi natural person to own one residence outside designated scope, excluding Makkah and Madinah, subject to the regulations. Do not generalise this into permission for a portfolio or commercial property business.

    Source:R30
  • Non-resident and company onboarding

Current regulations require a non-resident individual’s digital identity, Saudi bank account and linked Saudi contact number. Foreign companies have a separate MISA registration, representative, ownership-disclosure and banking route. Confirm the current procedural guide and category before funding.

    Sources:R31R11
  • Makkah and Madinah: special treatment

The individual ownership route in these cities is restricted to Muslim natural persons under the law. Saudi companies and CMA-regulated structures follow their own conditions. Never imply that a religious-site visit, a fund unit or a Saudi partner independently grants direct property rights.

    Sources:R30R06
  • Listed companies, funds and SPEs

CMA’s January 2026 controls distinguish listed companies, funds and special-purpose entities. For specified non-headquarters ownership in Makkah/Madinah, listed-company conditions include no foreign strategic investor and a 49% non-Saudi ceiling. Fund subscriptions and in-kind redemptions have separate treatment; this is not a universal 49% limit for every property structure.

    Source:R06
  • Ownership is not automatic residency

Property rights do not themselves provide extra residence, work or immigration privileges. Test any separate Premium Residency or GCC entitlement under its own rules. Operating a licensed service company and acquiring an asset remain separate decisions.

International participation: name the actual arrangement

Distinguish franchising, an MoU, an investment partnership and a service contract. Do not automatically describe them as JVs or technology-transfer agreements.

  • Cenomi Centers–URW

The May 2025 announcement documents a 10-year strategic and franchising partnership, with an extension option. It demonstrates international retail-brand/operating collaboration; it is not by itself evidence that URW bought every mall or guaranteed asset returns.

    Sources:R49R50
  • PIF–JLL cooperation MoU

SPA’s 30 October 2025 release describes an MoU supporting Saudi real estate collaboration. An MoU signals a cooperation framework, not an unconditional purchase, awarded project or binding revenue forecast.

  • New Murabba–Almana Medical Group

The developer’s 25 August 2026 update identifies a SAR 1bn investment partnership for a general hospital. Verify the definitive structure, financing and phase before treating the announcement as completed assets or an open allocation.

Taxes, fees and transaction costs

Build separate acquisition, operating and exit cost schedules. Confirm the taxpayer, legal liability, contractual allocation, exemptions and current official assessment.

  • RETT: generally 5%

Real estate dispositions fall within RETT’s applicable scope and exemptions. Do not add VAT to a property sale merely because the building is commercial; distinguish the transfer from separately supplied taxable services. Allocate transaction costs in the agreement without confusing allocation with statutory liability.

    Sources:R13R52
  • Separate REGA non-Saudi disposition fee

Article 9 of the current implementing regulations lists a 2% fee on specified non-Saudi dispositions in Riyadh, Makkah, Madinah and Jeddah. Article 10 sets zero-fee cases. This is separate from RETT; do not apply an old “10% total” brochure headline universally or assume every foreign purchase triggers this fee. Obtain the transaction-specific assessment.

    Source:R31
  • VAT depends on the supply

Residential rent is generally exempt, while standard-rated commercial rent and taxable management/service supplies generally attract 15%, subject to VAT obligations and supply classification. Hotels, serviced accommodation and mixed-use arrangements need their own analysis. Exemption is not zero-rating and can restrict input recovery.

    Sources:R53R55
  • Eligible developer input-VAT refunds

ZATCA has a specific developer refund mechanism for qualifying transactions and eligible developers. Verify qualification, invoices, project/use attribution and filing requirements. Do not assume a property owner, residential landlord or newly formed development company automatically receives a refund.

    Sources:R52R56
  • Income tax, zakat and cross-border payments

Corporate income tax and zakat depend on ownership, entity and tax base; non-resident fees, royalties and services can raise withholding/PE questions. Use the relevant tax framework and treaty, not a single percentage of gross property value. Document fund and SPV treatment separately.

    Sources:R57R58R06
  • White-land and vacant-property charges

The updated regime is not a universal flat 2.5% land charge. Official Riyadh implementation from January 2026 uses priority bands of 10%, 7.5%, 5% and 2.5%, subject to announced scope and aggregated holding tests. The vacant-property regime is distinct: verify its current activation, assessment and exemptions rather than applying land bands to buildings.

    Sources:R59R60R61
  • Other acquisition and operating costs

Budget broker/adviser fees and VAT where applicable, legal/title work, valuation, finance fees, fit-out, service charges, insurance, utilities, compliance, maintenance and lifecycle reserves. Import duties/FTA origin apply to procured goods, not to title ownership. Link specialist materials guidance to Construction, rather than inventing a “real estate FTA”.

    Sources:R62R17

Licences and the official service stack

One registration does not replace the others. Identify the actual role and project before applying.

  • MISA and business establishment

Use the current investment-registration framework and exact commercial activities for a foreign-owned operating business. Asset acquisition eligibility is a different check from licensing a brokerage, developer or FM business.

    Sources:R63R64
  • FAL by actual service

Check brokerage/marketing, property management, facilities management and advisory/analysis permissions as relevant. Property management concerns financial/administrative affairs; FM covers technical affairs. One FAL category does not automatically authorise all activities.

    Sources:R24R21R22R65
  • Listings and advertising

Verify listing authority and the applicable advertising permission or specific regulatory exception, required disclosures and public licence inquiry. A professional brokerage licence and a particular advertisement permission are different checks.

    Sources:R66R25
  • RER: registered rights and restrictions

Check the registry/title route applicable to the property and announced registration area. Verify owner, parcel, boundaries, mortgages, restrictions, obligations, subdivision and any outstanding registration action. A screenshot of an old deed is not an adequate completion file.

    Sources:R15R67
  • Off-plan development and protected payments

Check developer qualification, the specific marketing/project licence and approved escrow account. REGA’s rules distinguish marketing with reservation payments from a licensed off-plan sale/lease. Verify the correct account and permitted payment workflow; escrow reduces specified risks but does not guarantee delivery or return.

    Sources:R68R69R70
  • Ejar and lease evidence

Use the applicable Ejar documentation and payment workflow. Check landlord/broker authority, use, rent, deposit, service charges, renewal, maintenance and dispute provisions. Maintain a consistent signed lease, system record and collection ledger.

    Source:R71
  • Mullak and common-property governance

For shared property, verify the association, governance, budgets, owner contributions, common-area responsibilities and maintenance reserves. Check association/subscription information rather than treating service charges as optional or as an uncapped profit stream.

    Sources:R23R72
  • Planning, occupancy and operational permits

Check zoning/use, building approvals and occupancy documentation, fire/life safety, accessibility, utilities and environmental requirements applicable to the use. Hotel, healthcare, industrial or specialist operations need additional sector permissions.

    Sources:R18R73R74
  • Valuation and data responsibilities

Use a Taqeem-licensed valuation firm where regulated valuation is required. Property platforms and service companies must also assess personal-data processing, access, retention and vendor contracts; an attractive dashboard is not authority to reuse tenant data.

    Sources:R05R26

Rental and operating models that need explicit treatment

Read the actual lease and the current local rules. This section separates revenue categories and responsibilities.

  • Riyadh rent controls

REGA’s 25 September 2025 notice suspends rent increases for five years within Riyadh’s urban boundary. Previously let vacant property generally references its last Ejar rent; never-let property has a distinct initial-agreement rule. Verify the property and current implementation before setting assumptions.

    Source:R12
  • Renewal and termination are not just commercial choices

The same notice includes nationwide automatic-renewal provisions, ordinarily tied to at least 60 days’ notice, with exceptions, and additional Riyadh limits on refusal to renew. Apply the current text to the lease; do not reduce it to “all leases end automatically”.

    Source:R12
  • Rent, NOI and cash are different

Reconcile potential rent, vacancy, incentives, bad debt, collected income and owner operating expenses. NOI comes before finance/tax; capital replacements, reserves and debt service require separate cash-flow lines. Service-charge recovery is not the same as rent.

  • Residential, hotel and serviced accommodation

Distinguish a residential tenancy from licensed hospitality or a management/revenue-share arrangement. Confirm permissible use, operator licences, tax treatment, guest services and maintenance obligations; do not model hotel ADR as a residential rental yield.

    Sources:R32R53

Capital routes and eligibility-based support

Choose the capital instrument deliberately. Financing availability and government programmes are not a guarantee of investment returns or foreign-buyer mortgage eligibility.

  • Direct ownership and development SPV

Match legal title/rights to the investor entity, bank accounts and contractual obligations. A development JV needs land contribution valuation, governance, funding calls, approvals, profit waterfall, default and exit arrangements.

    Source:R30
  • Licensed banks and finance companies

Use SAMA’s licensed-entity directory and the lender’s actual product terms. Test LTV, DSCR, recourse, security, rate/reset risk, equity contribution, borrower residency/entity and property eligibility. No mortgage approval is implied by ownership permission.

    Sources:R75R76
  • Listed REITs and regulated funds

REIT unit ownership differs from direct property title. Saudi Exchange explains the annual distribution requirement of at least 90% of net profits; it is not a 90% yield or guaranteed distribution. Review fees, debt, valuation, concentration, liquidity, asset quality and foreign-investor conditions.

    Sources:R77R06
  • Mortgage-market infrastructure

SRC supports the mortgage-refinancing ecosystem through originators. It is not a universal direct mortgage offer to every property investor. Check the actual lender relationship and eligible financing programme.

    Sources:R78R79
  • Citizen housing support

Sakani and eligible first-home support have beneficiary tests. The national portal describes state coverage of RETT for eligible citizens’ first homes up to SAR 1m of value; confirm current entitlement and certification. This is not a tax holiday or grant to every buyer or foreign landlord.

    Sources:R80R81
  • Municipal investment and PPP

Furas offers specific municipal investment opportunities; NCP provides the PPP/private-participation framework. Check the exact concession/lease, eligibility, revenue rights, guarantees, financing and handback. Neither portal registration nor a programme listing is an award.

How it is calculated

Collected rent = potential rent × (1 − vacancy) × (1 − credit loss). NOI = collected rent − operating costs. Cash before income tax = NOI − reserve − debt service. DSCR = NOI ÷ debt service. Equity = total acquisition cost − loan.

Not included

No appreciation, exit price, income tax/zakat, refinancing, fee changes or construction risk is assumed. Additional taxes/fees, including applicable REGA non-Saudi disposition fees, require transaction-specific inputs. This does not assume automatic mortgage or ownership eligibility.

Urban services that make assets usable

Rent roll, tenant identity/covenant, lease/Ejar reconciliation, incentives, arrears, deposits, litigation, break clauses, expiry and controls affecting rent/renewal. Verify rather than accept a spreadsheet at face value.

Off-plan and developer delivery

Developer qualification, specific licence, escrow bank/account, land rights, design, programme, consultant, contractor, payment milestones, cancellation/refund rights and defect/handover obligations.

Association and services

Mullak/association records, budgets, reserve balances, unpaid contributions, disputes, common-area contracts, lifecycle replacements and responsibility boundaries.

Finance, taxes and fees

All-in acquisition costs, lender eligibility, conditions and security, RETT, any applicable REGA disposition fee, VAT recovery limits, white-land/vacancy exposure, operating taxes and exit costs.

Service-business diligence

FAL/Taqeem and other permits as applicable, client contracts, recurring versus reimbursable revenue, staffing, data rights, insurance, SLAs, subcontractor exposure and renewal/collection risk.

Exit and downside

Test vacancy, rent constraints, delayed handover, interest/reset risk, repairs, poor collections and illiquid exit. Model sale costs and remaining loan obligations without assuming appreciation or easy refinancing.

Jobs, institutes and professional capability

The sector creates different professional and operating roles. No unverified jobs-created total is asserted for this page.

  • Roles across the asset lifecycle

Development and investment analysts, licensed brokers, valuers, property managers, leasing/tenant-relations staff, FM engineers, technicians, landscape teams, community managers and proptech specialists. Distinguish permanent direct hires, outsourced teams and construction employment.

  • Saudi Real Estate Institute

Use SREI’s current courses and qualification requirements for the applicable real estate activity. Training attendance is not automatically the final professional or business licence.

    Sources:R85R86
  • Valuation and facilities capability

Taqeem provides the professional valuation framework and licensed-firm inquiry. SFMA offers facilities-management training and industry engagement. Verify the required credential for the role, not just a generic certificate.

    Sources:R05R87
  • Localisation and safe staffing

Map current HRSD/Qiwa occupation and establishment rules, SCE requirements for engineering roles and technical/safety competencies. Do not copy the Construction page’s percentages across all property jobs; the actual activity and occupation guide control.

Large forums and useful business networks

Dates/status reviewed 24 October 2026. Distinguish historical editions, confirmed upcoming dates and a registration page without verified dates.

  • Upcoming

    Cityscape Global 2026

Upcoming organiser listing: 16–19 November 2026, Riyadh Exhibition & Convention Centre, Malham. Relevant to developers, investors, advisers and urban services; verify tickets/programme before travel.

  • 2026 edition held · 2027 dates to confirm

    Real Estate Future Forum

The 2026 edition ran 26–28 January 2026 and is historical. A 2027 registration page is available, but this research did not reconcile its dates with the main homepage. Link the organiser and verify the final dates rather than inventing an upcoming schedule.

  • Upcoming at review date

    Global Proptech Summit 2026

REGA lists 25–26 October 2026 at Mandarin Oriental Al Faisaliah, Riyadh. Relevant to property technology, operators, investors and regulatory dialogue. Upcoming at the research date; confirm attendance and final programme directly.

  • Historical edition

    SFMA EXPO 2026

Historical organiser listing: 20–22 September 2026, Riyadh International Convention & Exhibition Center. Use SFMA’s current training and future event channels for next meetings.

  • Check current date

    Real Estate Brokerage Forum 2026

REGA’s official event page describes a brokerage/proptech professional forum. Check its current programme/date; a professional event is not FAL approval or a regulatory sandbox authorisation.

  • Ongoing networks

    Professional and buyer networks

Combine SREI, Taqeem and SFMA engagement with specific developer/operator supplier channels, Furas opportunities and licensed adviser meetings. Bring a capability file, target asset and clear commercial role.

What is needed: capabilities worth validating

Editorial opportunity hypotheses, not certified shortage lists or a promise of demand. Validate with buyers and operators.

  • Editorial analysis

    Reliable property and operating information

Clean title, measured area, verified rent rolls, transparent service charges and consistent asset data reduce transaction friction. Build a service around evidence quality, not unverified listings.

  • Editorial analysis

    Professional lifecycle management

Preventive maintenance, competent technicians, realistic reserves and measurable service outcomes protect occupancy and asset condition. Validate the fee model and who funds replacement capex.

  • Editorial analysis

    Retrofit and efficient existing buildings

Assess energy, water, controls, accessibility and tenant fit. Sell verified savings and practical operating improvements with a sound baseline and responsibility allocation.

  • Editorial analysis

    Housing matched to actual users

Product size, location, commuting, total occupancy cost and management quality matter alongside appearance. Validate affordability and demand rather than assuming every segment wants luxury units.

  • Editorial analysis

    Operable public realm

Shade, irrigation, accessibility, parking and maintenance need funded operating plans. An attractive design without a responsible operator can become a long-term liability.

Investor questions

Answers address common assumptions; use the linked source and the property-specific decision file.

Can every foreigner buy anywhere?

No. Verify buyer category, the actual parcel/zone, permitted right and use, and applicable approvals. Resident-home, company and capital-market routes differ.

Source:R28
Does buying grant residence or work rights?

Property ownership alone does not grant extra immigration or work privileges. A separate residency programme has its own criteria.

Source:R30
Can I assume annual rental growth in Riyadh?

Check the five-year rent-increase suspension and detailed lease/renewal rules. Your model must reflect the actual property and current regulation.

Source:R12
Is off-plan escrow a guaranteed return?

No. Verify the licence, account and payment controls. Escrow safeguards specified payment processes; construction, delivery, market and counterparty risks still need analysis.

Sources:R68R69
Is one FAL licence enough for every service?

No. Brokerage, property management, FM and advisory scopes differ, and valuation has its own Taqeem framework. Confirm the actual permitted activity.

Sources:R65R05
Does 90% REIT distribution mean a 90% yield?

No. The distribution rule concerns a share of net profits, not a return on your purchase price. A fund can have debt, costs, valuation changes and limited distributable profit.

Source:R77
Are the location images genuine?

KAFD, Jeddah waterfront and Diriyah photos are authentic sourced images with credits and date notes. The hero, six capability teasers and skills banner are separately labelled AI illustrations, not project photographs.

What should be ready before the first commitment?

A verified eligibility path, title/approval review, independent valuation, supported demand, all-in cost and cash model, funding plan and written completion/operating responsibilities.

Start with an eligible asset and a credible operating plan

Use the official ownership portal, qualified advisers and the actual asset owner. Validate eligibility and the full cost before committing.

Sources & verification

98 official, issuer, professional and photo-source records reviewed on 24 October 2026. A source supports the stated fact or service; it does not confirm a parcel, price, lease or current offer.

Research limitations

  • Primary official, issuer, professional and photo-source pages were used; some PDF and service retrievals were limited and are noted in the source scope notes.
  • The Saudi Properties map is interactive and returned no readable parcel table. No parcel-level eligibility, zone percentage or approval has been invented.
  • No land-registry diligence report, paid market study, bank offer, lease audit or project inspection was obtained. Opportunities and the model need real transaction inputs.
  • Legacy VAT guidance can show an obsolete 5% standard rate. Current ZATCA guidance uses 15%; the inaccessible real-estate exemption PDF was removed from the citations.
  • Current implementing-regulation fee provisions replace an older brochure’s 10% headline. A statutory maximum, a specific REGA fee and RETT are different charges.
  • RFF 2026 and SFMA 2026 are historical. A 2027 RFF registration page exists, but its final dates were not reconciled; no next-edition dates are given.
  • Photo capture and source context are historical. The Jeddah file label is not a verified capture date. No photograph is evidence of completed work or asset availability today.
  • This guide has no professional legal or tax sign-off. Check the current REGA rules, fee assessment, parcel and buyer conditions before any binding transaction.

The KAFD, Jeddah and Diriyah images are authentic photographs, credited and licensed beside each one. They show their capture context, not current progress or property availability.
