How the sector works

Policy, procurement, licensing, grid and environmental regulation sit with different bodies. Knowing which one you are dealing with saves months.

Key figures

Targets, reported progress and procurement volumes are different measures from different dates. They are shown separately and must not be added together.

Official targets

Reported progress — press reports quoting the Ministry of Energy

Figures differ by publisher and definition (installed, grid-connected, commissioned). KAPSARC’s tracker showed 19.3 GW operational in September 2026; the Ministry figure reported in August was 18.8 GW. Use the official release for any decision.

Where the opportunities are

Four areas where companies sell into the energy transition. Each shows who buys, what you can sell and the proof buyers ask for.

What you can sell
  • PV modules and trackers
  • Inverters and transformers
  • Wind turbines and towers
  • Civil and electrical EPC
  • Long-term O&M and cleaning
Proof buyers ask for

Battery energy storage

Storage is now procured at scale: Bisha (500 MW / 2,000 MWh) connected in January 2025, and four 2,000 MWh projects were awarded by SPPC in August 2026.

Who buys
Saudi Energy and storage consortia awarded by SPPC
What you can sell
  • Battery systems and containers
  • Power conversion and EMS
  • Fire protection and cooling
  • Grid studies and O&M
Proof buyers ask for
  • Safety certification
  • Round-trip efficiency and degradation data
  • Hot-climate references

Green hydrogen and industrial decarbonisation

NEOM Green Hydrogen Company (ACWA Power, Air Products and NEOM; US$8.5 bn, 4 GW of solar and wind) is in commissioning, with commercial operation expected in 2027.

Who buys
Project companies and industrial off-takers
What you can sell
  • Electrolyser and balance-of-plant services
  • Water treatment for electrolysis
  • Ammonia handling and logistics
  • Safety and inspection
Proof buyers ask for
  • Process-safety record
  • Certification of hydrogen-service equipment

Manufacturing and localisation

Announced plans include a 20 GW-a-year ingot and wafer plant (PIF’s RELC with TCL Zhonghuan and Vision Industries) and a 10 GW cell and module factory (JinkoSolar). Both were announced in July 2024; production dates are not confirmed.

Who buys
Developers needing local content; component makers
What you can sell
  • Mounting structures and cables
  • Transformers and switchgear
  • Component supply to new factories
  • Testing and repair
Proof buyers ask for
  • Local-content certification
  • Product conformity

Projects

Eighteen dated records, from the first plant in 2021 to bids submitted in September 2026. A signed contract is not an operating plant, and capacities are per project — do not add them into a national figure. Mixed solar-and-wind packages are filed under their main technology (PIF 15 GW under solar, Round 7 under wind).

Tariffs are project-specific bids under long-term contracts, not a market electricity price.

Environmental services

Waste management, recycling, environmental compliance, carbon markets and efficiency services form the second half of this sector, driven by national targets.

Saudi Green Initiative targets

>278 mtpa
Carbon-emission reduction by 2030
>30%
Protected terrestrial and marine areas
10 billion trees
Trees to be planted across Saudi Arabia
2060
Net-zero target year

Progress reported by the Minister of Environment, Water and Agriculture (July 2025): more than 151 million trees planted and protected land areas raised from 4.5% to 18.1%.

Jobs, skills and localisation

Construction peaks are short; operations, maintenance and local manufacturing create the lasting roles. No verified sector-wide jobs total is published here.

Trade, FTAs and equipment imports

Most solar, wind and storage equipment is imported. Preferences depend on origin rules and documents, not on where a shipment departs.

HS headings below are starting points for investigation — not a binding classification and not a duty quote. Confirm the exact tariff line, origin evidence, conformity route and tax treatment with ZATCA and SASO/SABER.

How to enter the sector

  1. 1

    Pick your route

Developer or consortium partner, EPC contractor, equipment supplier, manufacturer, or environmental-service provider. Most suppliers sell to winning consortia.

  2. 2

    Follow the procurement calendar

SPPC rounds move from qualification to bids to award to PPA. Track announcements through the Ministry of Energy; tariffs in recent rounds were about 1.1–2 US¢/kWh.

  3. 3

    Register and license

Investment registration with MISA; SERA licence for electricity activities including storage; NCEC environmental permits; confirm waste-activity requirements with MWAN.

  4. 4

    Prove local content

Rounds set local-content requirements (17% minimum in Round II, 2019). Plan local assembly, service and staff early and confirm the current rule in each tender.

  5. 5

    Finance, premises and people

SIDF finance for eligible industrial projects, MODON premises and HRDF employment support — each with its own eligibility.

  6. 6

    Import and certify equipment

Confirm tariff classification and origin with ZATCA and conformity through SABER before shipping.

A practical pathway, not a promise of approval. Requirements depend on activity and change between rounds; confirm with each authority.

Frequently asked questions

Is 18.8 GW the same as the national target?

No. 18.8 GW was reported as installed capacity in August 2026. The ambition stated by the Energy Minister is 130 GW, and the programme target is about half of electricity generation from renewables by 2030.

What is the difference between SPPC rounds and the PIF programme?

SPPC runs open competitive tenders. PIF develops its share — 70% of the target — through negotiated projects with ACWA Power. Both end in long-term power purchase agreements.

Can foreign companies take part?

Yes — published awards include Masdar, EDF, Marubeni, TotalEnergies, Engie and Jinko Power in consortia. Qualification, local content and registration requirements are set per tender.

Are the record-low tariffs a market electricity price?

No. They are project-specific bids under long-term contracts, reflecting site, financing and risk allocation.

Which waste target applies — 90% or 82%?

Both exist with different owners: MWAN’s national target is 90% landfill diversion by 2040; PIF’s SIRC aims for 82% by 2035.

Is there a verified jobs total for the sector?

No sector-wide total was verified. Individual project statements exist, such as Sakaka’s local workforce share, but they are not a national count.
