Why Saudi Arabia for business

Market context, established industries and emerging activities. Explain opportunities alongside activity-specific operating requirements.

  • Location between two seas

Coastlines on the Red Sea and the Arabian Gulf place the Kingdom between routes to Asia, Europe and Africa.

  • A national diversification agenda

Saudi Vision 2030 sets long-term goals for a more diversified economy. Goals are targets, not results.

  • A published investment framework

The Investment Law sets out investor registration with the Ministry of Investment and how restricted activities are approved.

  • A broad mix of activities

From energy and industry to services, technology and visitor economies — each with its own requirements.

One month only — not year-to-date or annual. Merchandise (goods) only; excludes services and balance-of-payments measures. The balance is as reported (84.4 − 70.0 on rounded values).

Annual indicators and the monthly trade panel use different periods and are not comparable. No 2026 GDP growth figure is shown until the latest detailed official release is verified.

Regional and global access

Consider regional customers, transport options and distribution requirements when planning market entry.

  • Two coastlines

The Red Sea to the west and the Arabian Gulf to the east.

  • Land neighbours

Land borders with Jordan, Iraq, Kuwait, Qatar, the UAE, Oman and Yemen; a causeway links to Bahrain.

  • Plan the route, not just the map

Compare port, air and land options with your volumes, lead times and distribution partners.

Geography is not market access

Being close to a market does not grant legal access to it. Tariffs, rules of origin, product standards and registration still apply in each destination.

Registration steps for operating in the Kingdom

  1. 1. Investor registration

    Ministry of Investment

Under the Investment Law, a foreign investor registers with the Ministry before investing. Excluded activities need prior approval, referred to the competent authority. Registration is a first step — it does not replace commercial registration or licences.

  2. 2. Commercial registration

    Ministry of Commerce

After investor registration, the commercial registration is issued separately. The Ministry of Commerce oversees commercial registrations and trade names.

  3. 3. Activity licences and approvals

The competent regulator for your activity

Many activities need their own licence or permit. Confirm the regulator, the current implementing regulations and any conditions before planning timelines or budgets.

  4. 4. Shipments and tariffs

    Zakat, Tax and Customs Authority

The GCC integrated tariff applies at the 12-digit level from 1 January 2025. Classify each product first; preferential treatment depends on product, origin, documents and the agreement — never assume a zero tariff.

Export and shipment coordination

Exporters coordinate classification, standards, documents and logistics before goods move. Start from the official tools above.

General orientation; confirm current requirements with the responsible authority.

Trade agreements and market access

Confirm the applicable agreement, its current status and the product-specific requirements before assuming preferential treatment.

Agreement status

Negotiating
Talks are under way. No preference applies.
Signed
Text agreed and signed, but not yet in force.
Ratified
Approved domestically; check whether all parties have completed ratification.
In force
Applies from its effective date, for covered products meeting origin rules.

Rules of origin decide preference

A preferential tariff applies only to covered products that meet the agreement's rules of origin and carry the right certificate.

No agreements are listed yet. Each entry will be published only after its Saudi applicability, status and effective date are verified from primary sources.

Before assuming preferential treatment

  1. 1Identify the product's tariff classification.
  2. 2Confirm the agreement's parties, status and effective date from the treaty text or the responsible authority.
  3. 3Check product coverage and the rules of origin that apply.
  4. 4Prepare the required certificate of origin and supporting documents.
