Three five-year phases
The Annual Report 2025 executive summary says Vision 2030 “has unfolded across three five-year phases, each building on the last”.

Phase one
Vision Realization Programs were established in this phase as the main implementation tools.
- 2

- 3Current phase
From 2026
Phase three
The 2025 annual report describes 2026 as the beginning of the third phase, focused on “sustaining delivery, strengthening returns, and reinforcing resilience”.
* Phase two years are inferred from the five-year structure; the report dates phase one (2016–20) and the start of phase three (2026). Read the report for official framing; do not treat plans as completed outcomes.
